As for the starter why did it kick back?? Is there a problem with the decompression sylinoid??
In any case it can be fixed for very little money so I would go for it. The brake thing, I would make sure is fixed right by someone that knows about brake systems, you have to much to watch out for to worry about not getting stoped in time.
